De Watergroep has a strong local and provincial embedding. There are 4 provincial water services, each managed by a provincial committee and a provincial office. There are also 3 provincial Rio-P committees and offices.

Provincial Committee

The partners of the provincial water services of West Flanders, East Flanders, Flemish Brabant and Limburg sit on the Provincial Committees.

The partners of the Rio-P water services of West Flanders, East Flanders and Flemish Brabant sit on the Provincial Rio-P Committees.

The members of the committee are representatives of the partners (maximum one per partner). They must be municipal or provincial councillors. The members of the Board of Directors who are domiciled in the relevant province are ipso jure members of the Provincial Committees. The Provincial Committees elect a president from their member-directors.

The Provincial Committees advise the Board of Directors on:

  • the investment programme of the relevant water service
  • the investment programme of the central water service
  • the tariffs
  • the budget of the company
  • the annual accounts of the company

Provincial Office

The Provincial Office is composed of a maximum of 15 members: the President of the Provincial Committee, one representative per geographical sector, the members of the Board of Directors having their domicile in the relevant province, and at least 2 members of the Provincial Committee.

The Provincial Office is responsible for the day-to-day administration of the provincial water services and for:

  • the organisation of the Provincial Committee
  • provision of advice on operational issues
  • files delegated by the Board of Directors
